UAE-headquartered B2B fintech FOO has announced a new development milestone in its ongoing partnership with BENEFIT, the Bahraini electronic payments company behind BenefitPay, the Kingdom of Bahrain's national digital wallet. The two organisations say the platform has now processed more than 1.9 billion transactions and attracts 1.7 million app visits daily, making it one of the Gulf's most-used consumer payment systems by volume.

The latest announcement centres on the completion of 100 discrete "Change Requests", a technical term for versioned feature additions or improvements delivered under the partnership. Updates have included a redesigned user interface, additional backend integrations, stronger security measures, and a streamlined QR-code access flow that lets users initiate transfers directly from the BenefitPay home screen. FOO functions as the white-label technology layer, supplying the Digital Wallet and Digital Merchant Platform that BENEFIT operates under its own brand for Bahraini consumers.

A national wallet built on white-label infrastructure

The architecture here is worth noting for cross-sector strategists. BenefitPay is not a proprietary build by a central bank or sovereign technology bureau; it is a modular, microservices-based platform supplied by a private UAE fintech on a SaaS model. That structure gives Bahrain the speed of a commercial development roadmap while retaining a national brand and regulatory oversight. More than 20 discrete financial services have been integrated into the platform, covering international remittances, bill payments, QR and contactless payments, expense-splitting, and multi-recipient fund distribution. FOO's identity-verification layer, described by the company as AI-powered, authenticates identity documents and performs automated face matching to support fraud prevention and regulatory compliance.

BenefitPay's 1.3 million active subscribers represent a meaningful share of Bahrain's approximately 1.7 million residents, suggesting near-saturated consumer penetration rather than an early-stage growth story. The partnership's next challenge is deepening transaction value and expanding merchant-side use cases rather than growing the user base from scratch.

For cross-sector investors, the model points to a wider pattern across the GCC. Several Gulf states are pursuing national digital wallet strategies, often by contracting specialist fintech infrastructure providers rather than building in-house. The FOO-BENEFIT arrangement is one data point in a pattern that also includes regional plays by incumbent processors and global card networks seeking to embed themselves in sovereign payment rails before those rails harden around local providers. As Gulf central banks accelerate real-time payment interoperability frameworks, white-label infrastructure providers that have already embedded themselves in national systems stand to benefit from both renewal cycles and cross-border expansion mandates. Capital currently flowing into GCC fintech infrastructure, from sovereign wealth co-investments to regional PE, is increasingly targeting firms with exactly this kind of installed-base leverage rather than pure-play consumer acquisition stories.
