X-energy and Centrus lock in domestic HALEU supply for SMR pipeline
X-energy and Centrus Energy have signed a definitive long-term agreement under which Centrus will enrich High-Assay Low-Enriched Uranium (HALEU) for X-energy's Xe-100 small modular reactor (SMR) programme, connecting the first two US Nuclear Regulatory Commission-licensed HALEU facilities in the country's history and securing feedstock for a portion of X-energy's 11.5 GW commercial pipeline.
HALEU, enriched to roughly 15.5% uranium-235 compared with the sub-5% standard in conventional reactors, is the critical input for X-energy's TRISO-X coated particle fuel. That fuel grade enables the Xe-100 to run at higher temperatures, extend operating cycles, and deliver both electricity and industrial process heat, a dual-output capability that materially widens the reactor's potential customer base beyond grid operators to include energy-intensive manufacturers.
Securing the domestic fuel cycle
Under the agreement, Centrus will enrich HALEU at its American Centrifuge Plant in Piketon, Ohio, before supplying the material to TRISO-X's fuel fabrication campus in Oak Ridge, Tennessee. Both facilities operate under NRC licences issued within the past few years; TRISO-X's 40-year Special Nuclear Material Licence, granted in February 2026, was the first new fuel fabrication approval from the regulator in over half a century. The deal is structured in phases, scaling HALEU production in step with X-energy's project ramp rather than requiring full upfront capacity commitments.
X-energy CEO J. Clay Sell described the logic plainly: "Our approach is to build a resilient, long-term fuel supply strategy by partnering with enrichment providers that are investing in new HALEU production capacity." The company had previously secured initial HALEU for its first Xe-100 project, a deployment with Dow Chemical, through the US Department of Energy's HALEU Availability Program. The Centrus agreement extends that coverage to a broader tranche of early commercial projects.
The convergence angle: nuclear as AI and industrial infrastructure
The strategic significance of this deal runs well beyond the energy sector in isolation. X-energy's commercial pipeline already names Amazon alongside Dow and UK utility Centrica as project partners, and the company explicitly markets the Xe-100 for AI data centre loads, a use case that has surged up the capital agenda of hyperscalers wrestling with the grid constraints imposed by rapidly expanding GPU clusters. Nuclear SMRs are increasingly being evaluated as behind-the-meter or near-site generation assets that can deliver the consistent, carbon-low baseload that intermittent renewables cannot guarantee for always-on compute workloads.
For investors pricing the energy-AI convergence, the HALEU supply question has been one of the most cited execution risks in the SMR sector. A domestic, dual-facility fuel chain reduces dependence on foreign enrichment capacity at a moment when uranium supply routes through Russia remain politically fraught following Western sanctions. That geopolitical dimension adds a digital-sovereignty-adjacent dimension to what is ostensibly a fuel logistics agreement: nations and hyperscalers seeking energy independence for AI infrastructure will scrutinise whether credible domestic fuel supply chains actually exist, not just reactor designs.
The broader capital landscape reflects this urgency. SMR developers including NuScale, Rolls-Royce SMR, and Kairos Power are competing for a pipeline of corporate and sovereign offtake agreements, and fuel supply credibility is becoming a differentiator in procurement decisions. X-energy's ability to point to two operational, NRC-licensed US facilities in the same supply chain strengthens its position in those conversations. For macro investors tracking the intersection of industrial decarbonisation, AI infrastructure, and energy security, today's announcement represents a supply-chain milestone rather than simply a bilateral commercial deal.
The next material milestone to watch is the commissioning timeline for X-energy's first Xe-100 unit at Dow's Seadrift, Texas complex, which will be the first commercial proof point for both the reactor design and the TRISO-X fuel cycle at scale.
