ScotlandIS names Andrew Weir as CEO to lead tech ecosystem drive

ScotlandIS, the membership and cluster management organisation representing Scotland's digital technologies industry, has appointed Andrew Weir as its new Chief Executive Officer, effective 1 July 2026. Weir succeeds Karen Meechan, who stepped down in May, and inherits stewardship of a sector the organisation says contributes approximately £7.5 billion to Scotland's gross value added and employs around 100,000 people in digital technologies roles across the wider economy.

Weir brings over 28 years of experience in digital transformation across both public and private sectors, with past engagements spanning financial services, manufacturing, logistics and pharmaceuticals. Most recently, he served as Transformation Programme Manager at Weir Group, the multinational engineering company, where he led programmes the organisation says delivered millions of pounds in savings through IT rationalisation and internal process improvement. He has also held advisory roles within both the Scottish and UK Governments, and spent 17 years as an independent transformation consultant.

A sector at a strategic inflection point

ScotlandIS board chair Andrew Williams described the appointment as well-timed, noting that "technology is playing an increasingly critical role in driving economic growth and innovation." The organisation's membership employs approximately 60,000 people and contributes around £4.7 billion to Scotland's GVA. Scotland's digital technology sector is reported to grow at roughly 1.5 times the pace of the wider Scottish economy, and generates some 13,000 new job opportunities annually.

Weir's stated immediate priority is to listen and build relationships across the ScotlandIS membership before setting strategic direction. In his own words: "Digital technologies and AI are shaping every industry, and the UK's AI agenda shows how seriously government is taking this. I look forward to working with members, partners and stakeholders to strengthen connections and showcase Scotland's innovation and expertise on a global stage."

Convergence context: regional tech bodies in a national AI moment

The appointment arrives at a moment when the UK government's AI agenda is generating both political capital and practical pressure on regional industry bodies to translate national strategy into local economic outcomes. Organisations such as ScotlandIS sit at a structurally important junction: they are neither the funder nor the regulator, but they are increasingly the convening layer that connects emerging technology companies with procurement pipelines, skills development programmes and inward investment flows.

Scotland's position within that landscape is notable. The sector is the fourth largest export contributor in Scotland at more than £3.3 billion, and average salaries in digital technology roles run approximately 26 percent above the Scottish mean, making talent retention and pipeline development a persistent pressure point. The ICT and Digital Technologies Skills Investment Plan, developed in partnership with Skills Development Scotland and now in early delivery, will represent one of Weir's first practical tests: translating a policy document into workforce outcomes at scale.

For cross-sector investors and macro-strategists watching the UK's regional technology geography, the broader question is whether Scotland can position its digital cluster as a credible node in the UK's AI infrastructure ambitions, attracting inward capital and global corporate R&D rather than simply exporting talent southward. Weir's dual background in government advisory and private-sector transformation suggests ScotlandIS is betting that bridging those two worlds is the role most needed right now.
